Outsourcing of Canteen Management at Antar Bharati Balgram, Lonavala

- Introduction
India Sponsorship Committee (ISC), a registered NGO, invites proposals from qualified and experienced contractors/agencies to manage the full operations of the Canteen at Antar Bharati Balgram, a Child Care Institution (CCI) located in Lonavala. Antar Bharati Balgram is a residential facility for approximately 100 children and caregiving staff, and is governed by the Juvenile Justice (Care and Protection of Children) Act, 2015.
- Scope of Work
The selected contractor shall be responsible for the day-to-day management and uninterrupted operation of the canteen, which includes:
- Preparation and timely service of three meals daily: breakfast, lunch, and dinner
- Utmost attention to hygiene and food safety
- Cleaning of utensils, kitchen, and dining hall after each meal
- Deployment and supervision of adequate canteen staff and one dedicated Canteen Manager
- Strict adherence to fire and gas safety protocols
- Coordination with ISC for grocery stock management (ISC will provide all groceries)
- Ensuring 365-day non-stop service irrespective of leaves, festivals, or staff emergencies
- Staff must wear proper uniforms, safety aprons, and protective gear
- Compliance Requirements
The contractor must ensure that:
- All staff submit valid identification issued by the Government of India (e.g., Aadhaar, PAN)
- All staff sign and adhere to ISC’s Code of Conduct and Child Protection Policy
- All staff must be non-residential and shall not stay overnight on campus
- Staff working in the kitchen are never allowed unsupervised interaction with children
- Contractor is responsible for ensuring the safety of gas, fire, and electrical systems
- All staff wear uniforms with safety aprons and maintain personal hygiene
- Medical check-up and police verification of all canteen staff is mandatory

- Eligibility Criteria
The contractor/agency must:
- Have minimum 3 years of experience in institutional catering or canteen operations for schools, hostels, CCIs, or similar settings
- Be sensitive to child safety, with working knowledge of the Juvenile Justice Act
- Possess valid licenses (FSSAI, Labour License, Shop Act, etc.)
- Demonstrate capacity to ensure uninterrupted service throughout the year
- Maintain adequate manpower backup to avoid service disruption
- Facilities Provided by ISC
- Kitchen infrastructure and fixed equipment
- Dining hall premises and furniture
- Groceries and basic consumables (as per mutually agreed meal plan)
- Electricity, water and gas supply
- Proposal Submission Requirements
Interested contractors should submit a detailed proposal including:
- Company profile with relevant experience
- Client list, especially in child care or residential institutions
- Staff plan including qualifications, roles, uniforms, and rotation plan
- Safety, hygiene, and child protection protocols
- Financial bid (as per format in Annexure II)
- Valid licenses (FSSAI, GST, PAN, Labour License, etc.)
- Declaration of ability to operate 365 days/year

- Evaluation Criteria
Proposals will be evaluated based on:
- Relevant experience and performance history
- Staffing plan and hygiene/safety protocols
- Cost-effectiveness
- Compliance with child protection standards
- References from existing/past clients
Shortlisted applicants may be called for a site visit and personal interaction.
- General Terms
- ISC reserves the right to accept or reject any or all proposals without assigning reasons.
- The selected agency must sign a formal agreement with ISC and comply with all policies including child safety and conduct.
- The contract will be awarded initially for one year, renewable based on performance.
- Any non-compliance with hygiene, safety, or child protection norms will lead to termination.
